One of the most effective way would be by making the ethical behavior become a formal requirement/regulation.
By doing this, all employees would understand the direct result/punishment that would happen to them if they conduct unethical behavior. And fear is one of the most effective motives for us to do something.

One of the most effective ways that PortionPac can encourage ethical behavior across its entire organization is by making such a policy (as ethical behavior) a mandatory/formal requirement/regulation. By demonstrating/outlining said behavior, all employees will have the understanding of ethical behavior and will know the consequences for breaking contract/conducting unethical behavior.
