OK so first let's turn 12 2/5 into a decimal which would be 12.4. then take 12.4 and multiply it by .2 or 1/5 and you should get 2.48 which in a fraction is 2 48/100 which can be reduced to 2 12/25.
for the next one you would still use 12.4 and you multiply that by 1/3 or if you want to make it easier just divide by 3 and you get 4.13 with 3 repeating so in your case just round to the hundredths and keep it as 4.13 when converted to a fraction it will be 4 13/100 so the answer is 4 13/100.
